I tried to implement your solution, and now I have a new problem.
When I tried to click on the link (Central Admin - Application Mamangement - SharePoint Site Management - Site Collection Administrators) I get an error message on the _admin/owners. aspx page.

hi Jay,
firstly add a FBA user as secondary administrator to you current web
application via central administrator, and now deploy the webParts and
perform audience targeting with this FBA user login.. I'm sure this will
work..
